Establishes the Arizona climate resiliency planning group with representatives from 16 interest areas including electric power, manufacturing, agriculture, construction, transportation, tourism, nonprofits, Native American tribes, public health, environmental organizations, universities, and government agencies.

Group membership consists of 22 appointed members: five each appointed by the speaker of the house, senate president, and minority leaders of both chambers, plus two appointed by the governor, ensuring representation from all 16 interest areas.

Directs the group to inventory greenhouse gas emissions, review and revise the 2006 climate change action plan, and develop a resiliency plan protecting Arizona's human populations and economic systems against climate change risks.

Requires the group to identify measures to achieve greenhouse gas emissions reductions of 50 percent below 2005 levels by 2030 and 90 percent below 2005 levels by 2050.

Mandates submission of findings and recommendations report to the governor, legislative leaders, and secretary of state by August 31, 2023; the group automatically expires March 31, 2024.
