Amends Arizona horse racing statutes to require all racetrack enclosures and additional wagering facilities to implement geofencing systems that monitor patron location before and during mobile wagering sessions.

Geofence systems must perform location checks before wager placement and conduct recurring checks throughout authorized sessions to ensure compliance with on-site wagering requirements.

Establishes licensure requirements for advance deposit wagering providers, allowing the Department of Gaming to issue licenses and collect associated fees for conducting advance deposit wagering on horse racing.

Requires racetrack enclosures, additional wagering facilities, and geofence providers to provide real-time geofence data access to the Department of Gaming and Arizona Racing Commission.

Makes advance deposit wagering provider licensees subject to penalties for violations of horse racing laws and allows licensed providers to accept advanced deposit wagers if they meet requirements under section 5-112.
