Amends Arizona Revised Statutes section 13-3623 to expand the definition of child or vulnerable adult abuse to include involvement in human smuggling, whether voluntary or involuntary.

Adds that abuse and endangerment include circumstances where a child or vulnerable adult is involved in smuggling of human beings or permitted to enter or remain in structures or vehicles containing volatile, toxic, or flammable chemicals used for manufacturing dangerous drugs.

Specifies that violations under these circumstances do not require that the person have care or custody of the child or vulnerable adult.

Maintains existing felony classifications for physical abuse and injury to children and vulnerable adults based on intent (intentional/knowing, reckless, or criminally negligent).

Preserves existing exceptions for health care providers respecting patient refusal of care and for vulnerable adults receiving spiritual treatment through prayer alone.
