Amends Arizona Revised Statutes section 13-1105 regarding first degree murder classification and the felony murder rule.

Clarifies that when a person is the actual killer during commission of enumerated felonies, no specific mental state beyond that required for the felony itself is needed for a felony murder conviction.

Requires that if the person is not the actual killer, they must have acted "with the intent to kill" and aided, abetted, counseled, commanded, induced, solicited, requested or assisted the actual killer in the conduct that caused the death.

Maintains that first degree murder is a class 1 felony punishable by death or life imprisonment under sections 13-751 and 13-752.
