Amends Arizona Revised Statutes section 36-1606 to add Diwali celebration dates to the permissible periods for selling and using consumer fireworks.

Allows sale of permissible consumer fireworks during the two days before the first day of Diwali through the third day of Diwali each year (in addition to existing April 25-May 6, May 20-July 6, and December 10-January 3 periods).

Permits use of permissible consumer fireworks on the second and third days of Diwali each year (in addition to existing May 4-6, June 24-July 6, and December 24-January 3 periods).

Requires signage posted at retail fireworks displays to list the specific Diwali dates for that year when consumer fireworks may be used.

Applies to counties with populations over 500,000 persons; counties with smaller populations may implement additional fire restrictions during these periods.
