Creates same-day voter registration at polling places on election day, allowing qualified residents to register and vote with a provisional ballot if they have been county/precinct residents for at least 29 days.

Permits registration during the 28 days immediately preceding an election if the applicant has been a resident for at least 29 days prior to the election.

Limits provisional ballots cast during registration period to federal offices, statewide/countywide offices, and legislature only; prohibits voting in partisan primary elections until at least 29 days after the election.

Implements automatic voter registration at motor vehicle licensing offices (driver licenses, nonoperating ID licenses, and license renewals/changes) with a 21-day opt-out period; person is presumed registered unless declining within 21 days.

Takes effect December 31, 2022.
