Changes Arizona's presidential preference election to a caucus system held on the Tuesday immediately following March 15 in presidential election years.

Allows independent voters and those registered with no party preference to participate and vote in political party caucuses, whereas previously only party-registered voters could participate.

Repeals sections 16-244 through 16-250 of Arizona Revised Statutes, which previously governed presidential preference election procedures, ballot requirements, and polling place operations.

Modifies delegate selection procedures to be governed by state party bylaws, with delegates bound to vote for the presidential candidate receiving the most caucus votes until nomination, withdrawal, or release.

Updates voter registration counting requirements to reference "presidential preference caucus" instead of "presidential preference election" for determining registration deadlines.
