Prohibits voting equipment from having internet connectivity or remote access capabilities, and requires all administrative and poll worker actions to be tracked to specific individuals.

Requires voting equipment to maintain internal records for 22 months of all file operations, user logins, software updates, keystrokes, and ballot insertions/scans.

Mandates vote recording machines provide printed ballots in human-readable format and vote tabulating devices track ballots inserted and rescanned with identifying marks.
