• Establishes a Recovery Support and Accountability Program within the Arizona Health Care Cost Containment System to incentivize substance use disorder treatment providers to monitor and support members in recovery.

• Requires providers to implement DNA-matched drug testing at least twice monthly for six months immediately following graduation from administration-funded treatment programs, unless the member is on probation or parole, and include testing for psychotropic medications.

• Mandates annual reports to the governor, legislature, and state secretary beginning October 1, 2023, containing data on graduated members' employment status, relapse rates verified by drug testing, child services involvement, return to treatment, and homelessness or sober living status.

• Makes the program contingent on Centers for Medicare and Medicaid Services approval, with the AHCCCS administration required to notify the Arizona Legislative Council by October 1, 2025 on whether approval was obtained.
