Changes organized retail theft and forgery classifications from Class 4 to Class 6 felonies.

Modifies trafficking in stolen property to include tiered penalties based on property value, with Class 2 felony for $50,000 or more in second degree and $20,000 or more in first degree.

Establishes tiered penalties for fraudulent schemes based on benefit value, ranging from Class 2 felony ($50,000 or more) down to Class 1 misdemeanor (less than $2,000).
