Repeals sections 45-108.02 and 45-108.03, removing exemptions that allowed subdivisions with inadequate water supplies to proceed under certain conditions.

Requires cities, towns, and counties to approve subdivision plats only if the director of water resources certifies an adequate water supply or the subdivider obtains a written commitment from a designated water provider.

Requires the state real estate commissioner to issue public reports for subdivided land sales only upon director certification of adequate water supply or written water service commitment from a designated provider.

Adds mandatory water supply reporting requirements for subdivisions outside active management areas, with specific notice and hearing procedures when applications are submitted.

Eliminates provisions allowing subdivisions with water transported by motor vehicle or train to bypass adequate water supply requirements through local exemptions.
