Repeals existing section 36-407.01 and establishes new hospital visitation policy requirements for Arizona hospitals.

Requires hospitals to allow patients at least two visitors of the patient's choosing (or one visitor per patient in shared rooms), with patients able to change visitor identities as often as desired.

Mandates immediate visitation access for all immediate family members and clergy when a patient faces serious risk of death or loss of consciousness within 24 hours.

Prohibits time restrictions on patient visitation and requires hospitals to allow patients to communicate on demand with communication devices like cell phones and computers, except in restricted areas designated by hospital policy.

Establishes patient right to petition superior court within 48 hours if visitation rights are denied; requires hospitals to designate an administrator to resolve visitation disputes within one business day of request.
