Amends the municipal firefighter cancer reimbursement fund to clarify that annual distributions cannot exceed the statewide aggregate of compensation and benefits paid to municipal firefighters and fire investigators for the relevant fiscal year.

Allows unused monies to remain in the fund at the end of a fiscal year and be available for distributions in future fiscal years.

Removes the January 1, 2022 deadline for the commission to adopt rules under title 41, chapter 6.

Establishes a mandatory annual fee assessment of $15,000,000 from cities and towns that receive state shared revenues, allocated based on population as of July 1.

Requires the state treasurer to withhold delinquent assessment amounts from state shared revenue distributions to cities and towns until the full assessment is paid.
