Amends Arizona Revised Statutes sections 15-746 and 15-747 regarding school report cards and financial transparency requirements.

Expands the definition of "school" in section 15-746 to include online course providers and online schools as defined in section 15-808, requiring them to distribute annual report cards with academic performance and operational information.

Extends school financial transparency portal requirements in section 15-747 to include online course providers and online schools, requiring them to report detailed revenue, expenditure, and per-pupil funding data comparable to traditional schools and charter schools.

Specifies that the third-party contractor developing the financial transparency portal must have at least five years of experience in K-12 education finance technology, be incorporated for at least five years, and have expertise in building cloud-hosted education finance software.
