Amends section 15-236 of Arizona Revised Statutes regarding special education program audits and cost studies.

Requires the Department of Education to complete a cost study of special education programs by June 30, 2023 and every four years thereafter.

Appropriates $500,000 from the state general fund in fiscal year 2026-2027 and every four fiscal years thereafter to the Department of Education for completing the cost study.

Makes the appropriations non-lapsing, exempting them from provisions that would otherwise allow unspent funds to revert to the general fund.
