Repeals section 15-249.08 of Arizona Revised Statutes, which establishes results-based funding for schools.

Amends section 15-249.09 to expand the early literacy program fund to include support for prekindergarten students in addition to kindergarten and grades one through three.

Allows eligible schools (those with at least 90% of students eligible for free and reduced-priced lunches) to use funds for full-day kindergarten programs and evidence-based literacy interventions including literacy coaches, reading curricula, and summer programs.

Appropriates $68,600,000 from the state general fund in fiscal year 2022-2023 to the early childhood development and health fund.

Redirects the $68,600,000 baseline budget previously dedicated to results-based funding toward early childhood education and development opportunities.
