Changes the base year for calculating school district aggregate expenditure limitations from fiscal year 1979-1980 to fiscal year 2022-2023.

Updates the student population baseline year from school year 1978-1979 to school year 2021-2022 for determining the aggregate expenditure limitation calculation.

Changes the GDP price deflator baseline year from 1978 to 2021 calendar year for school district expenditure limitation calculations.

Makes conforming technical edits to language in section 41-563, Arizona Revised Statutes (replacing "prior to" with "before," "which" with "that," and similar grammatical updates).

Effective only if Senate Concurrent Resolution ____ passes at the next general election to amend the Arizona Constitution.
