Establishes the interstate barrier median expansion study committee consisting of 15 members, including 3 senators and 3 house members appointed by legislative leaders, directors of state transportation and public safety agencies, representatives from regional governments, and 2 public members who have been impacted by highway fatalities.

Requires the committee to examine the current inventory of median barriers on state highways, feasibility of installing median barriers, historical fatality and crossover accident data from the past 10 years, and best practices for barrier installation and safety alternatives.

Directs the committee to submit a report to the governor and legislature on or before December 15, 2022, including a proposed priority list of median barriers to be installed throughout the state.

Requires the Department of Transportation to provide administrative support to the committee, and specifies that committee members are not eligible to receive expense reimbursement.

Committee authority automatically expires and the section is repealed on September 30, 2023.
