Requires kinship foster care parent applicants to be at least 18 years old and submit to state and federal criminal background checks; allows department to conduct home visits, interviews, and reference checks.

Department must provide written notification within 15 business days if denying a kinship foster care placement, including specific reasons and appeal procedures.

Kinship foster care parents may receive full foster care benefits, temporary assistance for needy families cash assistance, or supplemental financial support; families may decline services but retain future application rights.

Department shall provide kinship foster care parents with a $300 monthly stipend per child placed in their care.
