Requires school district governing boards to adopt and administer personnel policies that provide noncertificated employees with substantially equivalent due process procedures as those prescribed for certificated teachers.

Clarifies contract transmission procedures for certificated employees by requiring governing boards to send electronic contracts to both school district and personal email addresses before the start of the school year if not transmitted by end of current year.

Extends due process protections under sections 15-538.01, 15-539, 15-540, 15-541, 15-542, 15-543, 15-544, and 15-547 to part-time certificated teachers employed for at least 40 percent time who have worked for the district for more than three consecutive school years.

Makes minor technical corrections to existing statute language including clarifying payment timing for discharged employees within ten calendar days after discharge.
