Applies the new approval restriction to both common schools (Section 15-721) and high schools (Section 15-722).

Makes clarifying language changes to existing textbook approval procedures, replacing phrases like "prior to" with "before" for consistency.

Changes terminology from "funds" to "monies" and "expended" to "spent" in common school textbook purchasing language.

Applies to all textbooks and instructional materials including printed materials, digital content, and materials requiring electronic equipment for classroom use.
