Amends Arizona Revised Statutes Section 12-349 to add protections for political actions, defined as claims or defenses involving ballot access, political campaigns, elections, legislative proceedings, or constitutional violations.

Requires that motions for attorney fees, expenses, or damages in political actions must be heard by a judge not deciding the underlying case's merits, with all elements proved by clear and convincing evidence.

Mandates that if a motion for fees is denied, the moving party or attorney must pay the prevailing party's and attorney's fees and expenses incurred in defending against the motion.

Establishes that speech or conduct protected by state or federal constitutions cannot be used to infer a claim or defense is made without good faith.

Provides that if a granted fee-shifting motion is appealed, all underlying findings are reviewed de novo.
