Allows service providers operating group homes, nursing-supported group homes, or intermediate care facilities for persons with intellectual disabilities to install electronic monitoring devices in common areas and hallways unless clients or their responsible persons object.

Permits responsible persons to install and pay for their own electronic monitoring devices without provider interference, with responsibility for maintenance and repairs remaining with those who installed them.

Requires the Department of Economic Security to adopt rules governing electronic monitoring that include consent requirements, public disclosure, record retention, staff training, access protocols, and confidentiality protections.

Prohibits rules from denying access to electronic records by service providers, clients, or responsible persons except when records contain evidence of suspected criminal offenses.

Exempts the Department of Economic Security from standard rulemaking procedures under Arizona law for one year following the bill's effective date to implement these provisions.
