Requires that any firearm sale or transfer must involve a licensed firearms dealer, either as one of the parties or as a facilitator of the transaction.

Mandates background checks on purchasers or transferees pursuant to federal law (18 U.S.C. § 922(t)) when a licensed dealer facilitates a private transfer.

Allows licensed dealers to charge a fee of not more than $20 to cover administrative costs when facilitating firearm transfers between unlicensed parties.

Exempts from these requirements law enforcement, military personnel, gunsmiths performing repairs, common carriers, loans at shooting ranges, inheritance by non-prohibited persons, antique firearms, and bona fide gifts between immediate family members.

Makes violations of the firearm sales and transfer requirements a class 5 felony.
