Establishes the State Transit Frontline Workforce Training Center within the Arizona Department of Transportation to develop and deliver training programs for rural and urban transit workers.

Directs the center to award grants to nonprofit organizations with demonstrated capacity to develop transit career ladder programs through labor-management partnerships and apprenticeships.

Requires the center to develop training programs in maintenance and operations occupations, including courses on emerging transit technologies like zero-emission buses, safety systems, and career pathways.

Mandates the center establish statewide systems for apprenticeships and qualifications in transit maintenance and operations, and conduct research on workforce job projections, training costs, and safety best practices.

Requires the director to coordinate with the Department of Economic Security and Department of Education, and establish a statewide transit database to collect annual human capital and physical capital data with industry input.
