Establishes a "meet and confer" process allowing state employees to form organizations and negotiate with their departments regarding hours, wages, benefits, and terms of employment.

Requires employee organizations with at least 1,000 state employees as members to be recognized and given a seat at the bargaining table.

Mandates that departments and recognized employee organizations meet and confer at least once every two years, with additional meetings available upon request, conducted in good faith.

Prohibits employee sickouts, work slowdowns, strikes, or other actions that disrupt service delivery.

Provides for voluntary mediation if meet and confer negotiations reach an impasse, with all final agreements subject to gubernatorial review and approval.
