Requires the Department of Economic Security and Arizona Health Care Cost Containment System Administration to accept tribal identification as proof of identity for public benefits applications.

Establishes three forms of tribal identification as acceptable: tribal census number documentation from the U.S. Department of Interior Bureau of Indian Affairs (primary), tribal member identification cards with photograph from federally recognized tribal governments (primary), and tribal member identification cards without photograph from federally recognized tribal governments (secondary).

Defines "public benefits" to include unemployment compensation, supplemental nutrition assistance, temporary assistance for needy families, Medicaid, the Arizona long-term care system, and the children's health insurance program.

Amends Arizona Revised Statutes Title 36, Chapter 29, Article 1 and Title 41, Chapter 14, Article 1 to implement these identification acceptance requirements.
