Authorizes the Arizona Department of Transportation to issue special license plates for tribally accredited institutions of higher education, subject to a $32,000 implementation fee paid by December 31, 2022.

Establishes a $25 fee for the special plates, with $8 allocated to state highway fund administration and $17 as an annual donation to a newly created tribally accredited institution of higher education special plate fund.

Creates the tribally accredited institution of higher education special plate fund, with the first $32,000 reimbursed to the entity paying implementation costs and up to 10% of annual deposits used for fund administration.

Requires annual allocations from the fund to a tribally accredited institution of higher education that is a 501(c)(3) nonprofit, operates exclusively for educational purposes, and is recognized as the first tribal college in the United States.

Amends multiple sections of Arizona Revised Statutes (28-2351, 28-2403, 28-6501, 28-6991, 28-6993) to include the new special plate category in references to special plate administration fees and donations.
