Increases the minimum hand count requirement from 2% to 5% of precincts (or 5 precincts minimum, whichever is greater) in each county for primary, special, general, and presidential preference elections.

Allows county political party chairmen (or their designees) to select precincts for hand counting by lot, with a requirement that if a party doesn't provide members, the county recorder must designate a county employee who is a member of that political party to participate in selection.

Requires canvassing of an election to be delayed until the hand count is conducted and results are conspicuously posted on the county recorder's website.

Maintains existing procedures for expanded hand counts when discrepancies meet or exceed designated margins, and establishes that electronic tabulation becomes official count only if hand count differences fall below the designated margin.

Requires political parties to provide board workers for hand counts with written notice by 5:00 p.m. Tuesday preceding the election, with contingency procedures if insufficient workers are provided by specified deadlines.
