Prohibits use of ballot tabulating equipment in Arizona elections that can register fractional votes or is susceptible to algorithmic manipulation allowing fractional vote registration.

Requires county recorders or election officers to post conspicuously on the county website the complete operating manual for all tabulating equipment describing all capabilities.

Requires county election officials to post updates to tabulating equipment software or hardware within 24 hours of occurrence.

Voids any contract with a tabulating equipment provider if the posted manual does not accurately describe all equipment capabilities, or cancels existing contracts if inaccuracies are discovered.
