Authorizes the Arizona Department of Housing to disburse grants to municipalities, counties, or consortiums to establish sanctioned camping sites for homeless individuals that provide sanitary facilities, potable water, on-site security, and case management services.

Requires sanctioned camping sites to integrate with local coordinated entry systems, set low barriers to entry, allow residents to store personal property, and establish safety rules with authority to remove rule violators.

Permits the Department of Housing to fund multidisciplinary homeless outreach teams composed of peer providers, law enforcement, mental health providers, and social service providers to move individuals from public/private spaces into services, housing, shelters, or sanctioned camping sites.

Provides immunity from civil liability for municipalities, counties, and sanctioned camping site operators except in cases involving intentional or grossly negligent conduct.

Appropriates $50,000,000 from American Rescue Plan Act funds for fiscal year 2022-2023: $30,000,000 for sanctioned camping sites and $20,000,000 for multidisciplinary homeless outreach teams.
