Defines "electronic smoking devices" to include e-cigarettes, e-cigars, e-pipes, vape pens, and e-hookahs, along with their components and aerosolized substances, excluding FDA-approved drugs and devices.

Allows local jurisdictions to adopt more restrictive or complete bans on billboard advertising for tobacco products and electronic smoking devices that supersede state restrictions.

Permits anti-tobacco messaging and opposition advertisements within 1,000 feet of schools and playgrounds but prohibits advertisements promoting tobacco use even if they include anti-tobacco messages.
