Amends Arizona Revised Statutes Section 33-1329 regarding rent control preemption under the Arizona Residential Landlord and Tenant Act.

Reaffirms state preemption of rent control authority, prohibiting cities and towns (including charter cities) from controlling rents on private residential property.

Exempts from preemption residential property owned, financed, insured, or subsidized by state agencies, cities, charter cities, or towns.

Prohibits landlords from increasing tenant rental amounts during any proclaimed state of emergency due to COVID-19 and for 30 days after the emergency proclamation terminates.
