Amends Arizona Revised Statutes section 33-1314 regarding the Arizona Residential Landlord and Tenant Act.

Establishes a maximum permissible rent increase limited to the lesser of: (1) 5 percent of the lowest rental rate charged during the preceding 12 months plus the gross domestic product price deflator index rate of inflation, or (2) 10 percent of the lowest rental rate charged during the preceding 12 months.

Clarifies landlord procedures for handling tenant property and animals when a tenant is deceased or incapacitated, including contact requirements and timelines for authorized persons to retrieve belongings.

Allows authorized persons 20 days after initial landlord contact (or the last date rent was paid, whichever is longer) to remove tenant property and return keys during business hours.
