Amends Arizona Revised Statutes Section 9-626 to modify performance measures and auditor general requirements for convention center development projects.

Adds new subsection (D)(5) providing that the state treasurer shall not withhold distributions from eligible cities during any year in which the governor declares a state of war emergency or public health emergency.

Requires the auditor general to assume eligible cities met minimum attendance requirements and that incremental revenues equaled distributions in the year of emergency declaration and the following year when conducting subsequent analyses.

Applies retroactively to December 31, 2019.
