SB 1594 Summary

• Allows cities, towns, or developers to enter into pre-annexation agreements with property owners in which the property owner agrees to future annexation of their property.

• Property owners who have signed pre-annexation agreements are not required to sign the petition for annexation but are still counted toward the required signatures and property value thresholds for annexation approval.

• Amends Arizona Revised Statutes section 9-471 to establish procedures and requirements for pre-annexation agreements as an alternative method to obtain property owner consent for annexation.

• Approved by the Governor on May 2, 2022, and became Chapter 215 of the 2022 Arizona legislative session.
