Establishes the Arizona off-highway vehicle study committee with 13 member positions including 4 legislative members, 4 state agency directors or designees, and 5 representatives from law enforcement, outdoor recreation, off-highway vehicle industry, agriculture, and the public.

Designates one senate-appointed member and one house-appointed member to serve as cochairpersons of the committee.

Committee members receive no compensation, except governor-appointed members are eligible for expense reimbursement under Arizona Revised Statutes Title 38, Chapter 4, Article 2.

Requires the committee to collect and study information on off-highway vehicle issues from the public and stakeholders, and submit annual reports by January 1 to the governor, president of the senate, speaker of the house, and secretary of state with recommendations for administrative or legislative action.

Repeals this section on May 31, 2024.
