Amends Arizona Revised Statutes section 45-802.01 to modify definitions related to underground water storage and recharge.

Removes language regarding groundwater withdrawal exclusions for mineral extraction and metallurgical processing delivered to irrigation districts, simplifying the criteria for what constitutes "water that cannot reasonably be used directly."

Allows municipal providers in active management areas without a safe yield management goal to store all central Arizona project water underground without offsetting it against groundwater withdrawals.

Creates two versions of amended section 45-802.01 with the second version (amended by Laws 2019, chapter 1, section 10) becoming effective December 31, 2024.
