Prohibits health care institutions from accepting financial incentives or other benefits for providing a particular diagnosis or for a patient's death.

Allows health care institutions to receive compensation for diagnostic activities, except as prohibited in the main provision.

Establishes damages of $20,000 per violation per employee, adjusted for inflation, plus reasonable attorney fees and court costs for parties that prevail in challenging violations.

Grants patients and their representatives (as defined in section 12-612 for deceased patients) standing to bring legal claims for violations and prohibits waiver of claims.

Grants parties the right to trial by jury in cases challenging violations of this section.
