Appropriates $5,000,000 in fiscal year 2022-2023, $7,500,000 in fiscal year 2023-2024, and $10,000,000 in fiscal year 2024-2025 from the state general fund to the Arizona Early Childhood Development and Health Board for Quality First scholarships.

Prioritizes scholarship awards to families with incomes at or below 200% of the federal poverty level whose children (ages birth to five) are enrolled with child care or preschool providers that joined the Quality First program after July 1, 2021, and do not receive scholarships from other sources.

Allows remaining funds to be awarded to families with incomes at or below 200% of the federal poverty level whose children are enrolled in other Quality First programs, provided they do not receive child care assistance under Arizona Revised Statutes section 46-803.

Requires the board to submit annual reports to the Joint Legislative Budget Committee by September 1 in 2023, 2024, and 2025 detailing the total number of children ages birth to five who accessed early learning programs through this appropriation.
