Amends Arizona Revised Statutes Section 36-402 to modify exemptions for private medical offices and clinics from Department of Health Services licensure and regulation.

Private offices and clinics of licensed health care providers remain exempt from DHS oversight unless patients are kept overnight, treated under general anesthesia, or the facility is an abortion clinic or pain management clinic.

Clarifies that general anesthesia regulation by Title 32, Chapter 11 is excluded from the exemption requirements for private medical offices.

Maintains existing exemptions for religious healing institutions, boarding establishments without medical services, blood banks, hospice services in personal residences, correctional facilities, and community support groups.
