Prohibits the state, counties, cities, towns, and school districts from advertising or hiring for social worker positions unless the position requires a minimum of a four-year degree in social work from an accredited institution of higher education.

Applies to all governmental entities including state agencies, local governments, and school districts.

Establishes a uniform qualification standard for social worker positions across Arizona.
