Changes the heading of Title 30, Chapter 6 from "Electric Power Competition" to "Electric Energy Reliability" and repeals provisions related to competitive electric generation markets.

Repeals statutes establishing competitive electric generation service requirements, including provisions requiring public service corporations to open service territories to competition and provide competitive billing, metering, and meter reading services.

Adds new provisions for public power entities requiring establishment of ombudsman offices for consumer complaints, adoption of rules protecting against deceptive practices, confidentiality protections for customer information, and participation in coordinated scheduling of generation or transmission.

Requires agricultural improvement districts operating as public power entities to offer a buy-through program by January 1, 2024 that maintains system reliability and avoids cost shifts to non-participating customers.

Amends definitions and authority for electric cooperatives and public power entities, removing language limiting their market activities and clarifying the scope of antitrust exemptions to exclude competitive electric generation service.
