SB1651 Summary

• Annual reports to the joint legislative budget committee and health/human services committees must include mortality data, complaints about access to services, and enrollment information for individuals with serious mental illness, organized by geographic service area and eligibility category.

• Reports must include demographic data (age, gender, race, student status, employment status, incarceration, homelessness, and disability type) and per capita expenditures by service area and service type (support, inpatient, pharmacy, rehabilitation, treatment, medical, and crisis intervention services).

• Reports must track average length of stay and readmission rates for Level I, Level I subacute, and behavioral health residential facilities by eligibility category.

• Beginning with fiscal year 2022-2023, reports must include the number of individuals on housing waitlists, length of time on waitlists, and the criteria and process used for housing placement prioritization by geographic service area.

• Arizona Health Care Cost Containment System administration must develop and report a methodology by December 31, 2022 to track Americans with Disabilities Act accommodations requested and provided to persons with disabilities living with serious mental illness.
