Authorizes the Arizona Department of Transportation to issue Pascua Yaqui tribe special license plates if $32,000 is paid by December 31, 2022 for implementation costs, with the design subject to department approval.

Establishes a $25 fee for Pascua Yaqui tribe special plates, split into $8 for special plate administration (deposited to the state highway fund) and $17 as an annual donation to the Pascua Yaqui tribe.

Requires the Pascua Yaqui tribe to use donations solely for education scholarships (including academic and extracurricular activities) for tribal children and legal assistance for unrepresented persons.

Allows Pascua Yaqui tribe special plates to be combined with personalized special plates if the director approves, subject to additional personalized plate fees.

Amends sections 28-2351, 28-2403, 28-6501, 28-6991, and 28-6993 to include the new Pascua Yaqui tribe special plates in relevant statutory references regarding special plate administration fees and state highway fund sources.
