Permits Indian tribe event wagering facilities to be located in retail or commercial space on non-Indian land, expanding where tribal operators can conduct retail operations.

Maintains the requirement that Indian tribes must have signed the most recent tribal-state gaming compact and applicable amendments to receive an event wagering license.

Clarifies licensure procedures and maintains existing provisions regarding application fees, license validity periods, background investigations, and license non-transferability without departmental approval.
