• Expands the definition of "other event" in event wagering regulations to include competitions of relative skill and department-authorized events, while explicitly excluding casino-style games with spinning reels or similar interfaces.

• Removes requirement that lottery game selection methods cannot depend on results of "dog race, horse race, gaming activity under tribal-state gaming compact, or any sports event or other event," eliminating the "or other event" prohibition.

• Authorizes the Arizona Lottery Commission to establish and operate electronic keno games and mobile draw games on centralized computer systems accessible via the internet and personal electronic devices, subject to specified operational restrictions.

• Limits electronic keno game drawings to no more than once every four minutes and restricts mobile draw game play to no more than once per hour, with geofencing requirements to keep electronic keno games within authorized locations.
