Amends Arizona Revised Statutes section 46-219 to remove the prohibition on supplemental nutrition assistance program (SNAP) eligibility for persons convicted of felony drug offenses.

Allows individuals convicted of felony offenses involving use or possession of controlled substances to qualify for SNAP if they meet specified criteria related to substance abuse treatment or compliance with probation.

Eliminates the requirement for random drug testing as a condition of SNAP eligibility for individuals with drug-related felony convictions.

Removes the August 22, 1996 date limitation on which convictions trigger SNAP eligibility restrictions.

Removes the authority for the department to adopt rules requiring drug testing for applicants with drug-related felony convictions.
