Amends Arizona law to require each county operating a jail to offer education programs to prisoners who are 21 years of age or younger without a high school diploma or general equivalency diploma, including prisoners with disabilities.

Allows counties to operate jail education programs through accommodation schools at 72 percent of the standard funding amount, or through a county jail education fund if the county chooses not to use an accommodation school.

Establishes funding formula for county jail education programs based on a base amount of $14,400 plus a variable amount calculated from the number of instructional days provided to prisoners and special considerations for prisoners with disabilities.

Appropriates $114,000 from the state general fund in fiscal year 2022-2023 to the superintendent of public instruction for distribution to county school superintendents to support county jail education programs.
