Establishes community college opportunity grants beginning August 1, 2022, to cover tuition and approved educational fees for up to 18 credit hours per year at tribal colleges or community colleges in Arizona.

Requires eligible students to be high school graduates or equivalency diploma holders with a minimum 2.0 GPA, complete a free federal student aid application, and enroll for at least 6 credit hours.

Restricts eligibility to dependent students with parental federal adjusted gross income of $65,000 or less, or independent students with family adjusted gross income of $65,000 or less.

Appropriates $5,000,000 from the state general fund in each of fiscal years 2022-2023, 2023-2024, and 2024-2025 to establish and fund the community college opportunity grant fund, with the state treasurer administering distributions.

Applies retroactively from July 31, 2022.
